      “littering” is improperly disposing of garbage, that is, household garbage that you can put into curbside containers without a special notice.

      “dumping” is improperly disposing of non-household garbage, such as mattresses, TeeVees, refrigerators, paint, etc. Dumping generates a larger fine.

      These people leave their garbage-bagged trash sitting outside their door for days, I don’t know that having the mattress moved outside their door would motivate them to do anything about it.
